Santiago, was already hearing the nomination of Nathaniel Imperial when Fariñas raised the issue on the quorum.

Fariñas insisted that they had no quorum, and thus, could not recommend any of the nominees for plenary approval but Santiago insisted that she had been carrying the same procedure, and was never questioned till then.

Fariñas said that it is under the rules that there must be a majority of 18 members should be present.

“You are questioning my authority? Matagal nang ganito ang proceedings ngayon sisirain mo?,” Santiago said.

She then adjourned the said meeting and walked out the room.

She said that she felt embarrassed in front of the committee and other career ambassador on what Fariñas did to her.

“I resent being embarrassed in front of my own committee and in front of nominees who have come here in barong tagalog,” she said.
