MANILA, Philippines – Solicitor General Francis Jardeleza defended the Republic Act 10354 or the Responsible Parenthood and Reproductive Health Act during an argument before the Supreme Court (SC).

Jardeleza who represents the executive and legislative branches of government stressed that the RH Law improves the quality of life and does not violate any constitutional right to life.

Moreover, Jardeleza added that the Food and Drug Administration ensure safety measures with regards to the contraceptives to be used and showed the list of 59 FDA-proven registered contraceptives.

He also cited some records in which the World Health Organization and other Filipino experts proved that contraceptives are not abortificients as what the congress had established.

On the other hand, Associate Justice Roberto Abad, Associate Justice Jose Mendoza and Associate Justice Teresita Leonardo-De Castro voted to issue a status quo ante order in stopping the law’s implementation. However, Associate Justice Marvic Leonen and Senior Associate Justice Antonio Carpio voted against the decision of the three justices.

Meanwhile, Chief Justice Maria Lourdes reminded the parties that the questions and statements she uttered as well as with the other magistrates during the oral argument do not reflect their conclusions yet.

On August 13 the oral arguments will resume wherein Rep. Edcel Lagman and Sen. Pia Cayetano will present their arguments.
