MANILA, Philippines — Bagong Alyansang Makabayan (Bayan) together with 27 other complainants filed the first valid impeachment complaint against President Benigno “Noynoy” Aquino III over the controversial Disbursement Acceleration Program (DAP) which is said to be unconstitutional by the Supreme Court, Monday, at around 11 a.m. today, at the House of Representatives Office of the Secretary General.
According to Bayan Secretary General Renato Reyes, they will be filing evidences that the president violated the Constitution by approvingly implementing the DAP.
“We will dispute his claims of good faith in the implementation of DAP. We will prove that from the onset, Aquino had sought to control billions in public funds and treat the same as presidential pork. We will show that DAP is no different from PDAF in the sense that both pertain to discretionary lump-sum spending. The President’s July 14 speech has now been incorporated into the complaint as additional evidence,” he added.
The said complaint was filed with betrayal of the public trust and Constitutional violation as their bases for the impeachment.
Among the complainants were Volunteers Against Crime and Corruption and Citizens Crime Watch who also appeals against DAP over the Supreme Court. Moreover, Archbishop Oscar Cruz, Scrap Pork Network’s Mae Paner aka Juana Change, and Whistleblowers Association President Sandra Cam were among the anti-pork barrel groups who signed the impeachment complaint against PNoy.
