Manila, Philippines – According to the Department of Foreign Affairs (DFA), Shulan Primavera, Philippine Ambassador to Kuwait will be investigated after being charged of sexual harassment by a Filipina helper.
Primavera has been ordered to return to Manila to face an investigation over a charged sexual harassment filed by an OFW who worked as a helper for the envoy’s Kuwait home.
Ambassador Primavera has been given instructions by Foreign Affairs Secretary Albert del Rosario to come to Manila for a closed door meeting in connection with the molestation charge filed by the OFW named as “Mabel” by a news network, which earlier broke the story.
According to Undersecretary for Administration Rafael Seguis, Primavera will face the DFA’s Board of Foreign Service Administration, the body that looks into complaints against Filipino diplomats, as soon as Malacañang approves the department’s recommendation to authorize an investigation on the envoy. He should head to Manila as soon as he receives the instructions so that the case will progress.
Undersecretary Raul Hernandez, Department of Foreign Affairs (DFA) spokesperson, stated that the department will wait for the approval of President Benigno Aquino III before doing an investigation, pursuant to the Foreign Service Act.
In a press statement, he stated that, “It’s part of the law in the Foreign Service Act that any chief of mission or ambassador appointed by the President should only be investigated upon after the President has in writing approved such action. It will always be coming from a recommendation of the DFA. We would like to undertake an investigation on this case.”
The officials said that they wanted to get his side first about the said allegations and defend himself if he’s not guilty about it. There will be a deliberation and evaluation then they’ll go further with the case.
According to TV reports, Mabel (The OFW) said that Primavera tried to harass her inside the envoy’s home in Kuwait several times. Mabel is currently in Manila while Primavera has denied the allegations.
Shulan Primavera is a 63-year-old former ambassador to Egypt, Indonesia and DFA Assistant Secretary for Middle East and African Affairs . He was appointed to the Kuwait mission by President Benigno Aquino III last June 2010.
