Manila, Philippines – Retired Major General Jovito Palparan Jr. refused to enter a plea on his serious illegal detention and kidnapping charges during his arraignment before the Malolos Regional Trial Court on Monday.
As a result, Bulacan RTC Branch 14 Judge Teodora Gonzales entered a not guilty plea for Palparan, who was indicted for the disappearance of two University of the Philippines students Sherlyn Cadapan and Karen Empeño in 2006.
Palparan wants to remain under the custody of the National Bureau of Investigation (NBI) but he was earlier ordered to be transferred to the Bulacan provincial jail.
He was escorted by police, military, and National Bureau of Investigation agents from Manila to Malolos RTC Branch 14.
He was arrested last August 12 after about 3 years of hiding.
